Purchase & Delivery of 1 Unit Multi Parameter Water Quality Profiler for Climate Change

May 26, 2020

1. The Provincial Government of Sarangani, through the AB CY 2020 intends to apply the sum of Two Million Pesos Only (P 2,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Purchase & Delivery of 1 unit Multi Parameter Water Quality Profiler for Climate Change ? Goods ****. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Provincial Government of Sarangani now invites bids for Purchase & Delivery of 1 unit Multi Parameter Water Quality Profiler for Climate Change. Delivery of the Goods is required Fifteen (15) calendar days. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary ?pass/fail? criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the ?Government Procurement Reform Act?. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested bidders may obtain further information from Bids & Awards Committee and inspect the Bidding Documents at the address given below during office hours from 9:00 in the morning until 4:00 in the afternoon, Mondays ? Fridays.
5. A complete set of Bidding Documents may be acquired by interested Bidders on May 26 ? June 16, 2020 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos ( P 5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding

6. The Provincial Government of Sarangani will hold a Pre-Bid Conference on June 2, 2020 at 9:00 a.m. at PGSO Conference Room, 2/F PGSO Building, Capitol Complex, which shall be open to prospective bidders

7. Bids must be duly received by the BAC Secretariat at the address below on or before June 16, 2020 at 9:00 a.m.. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on June 16, 2020 at PGSO Conference Room, 2/F PGSO Building, Capitol Complex. Bids will be opened in the presence of the bidders? representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The Provincial Government of Sarangani reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

Product Overview: Submersible, with built-in wireless communication, data logging and telemetry. Options or can upgrade to include, turbidity, conductivity, optical dissolved oxygen (RDO), pH/ORP, chloride, nitrate, ammonium, temperature, chlorophyll, Phycocyanin, Phycoerythrin and Rhodamine.

?The water quality instrument shall be < 1.850 inches (4.7 cm) outside diameter and < 23.3 inches (59.2 cm) in total length.
?The outer material of the instrument is corrosion-resistant to marine-water using PC, PC alloy, Delrin, Santoprene, Inconel, Viton, titanium, ceramic, and/or nylon.
Power Requirements

?The water quality instrument is calibrated at manufacturer?s site to NIST-traceable standards (where applicable), with a full calibration report provided with each instrument.
?The water quality instrument allows the ability to recover the probe settings when removed from the power source.
?The water quality instrument has an easy-to-connect IP-68 cable connector.
?The water quality instrument contains an internal data logger.
?The water quality instrument contains a removable micro SD card.
?The water quality instrument shall be able to download logged data directly to an Android device or a computer running Windows operating systems.
?Water quality instrument with memory (data logging) option permit storage of 16 MB of internal memory (> 100,000 data records for 30 parameters, >3 years at 15 min interval for 30 parameters. [A single data record includes time stamp, temperature, RDO, pH, ORP, turbidity and conductivity logged.]
?Water quality instrument include an option for at least 8 GB up to 32 GB of additional memory with a micro SD card.
?The water quality instrument logging options include: Linear, Linear Average, and Event logging modes of test definition.
?Water quality instrument is able to compensate for water salinity with a user-input value or via a measurement derived from a conductivity sensor, at customer?s option. The water quality instrument provides continuous "live" salinity compensation of dissolved oxygen.
?The water quality instrument includes ?smart sensor ports? that accommodate optional ?smart sensors? to allow for greatest instrument flexibility. Smart sensors and smart sensor ports are defined as those that:
?Permit interchangeability and/or replacement by the users in the field (i.e., changing out a conductivity sensor with a turbidity sensor, pH/ORP replaced with an optical RDO dissolved oxygen sensor, etc., as examples);
?Retain calibration via onboard micro chips;
?Recognized by sensor type and smart port position by software and LCD display upon connection via mobile device, laptop, or desktop.
?The water quality instrument includes sensor screw tool for easy replacement or change of Smart Sensors under normal operating conditions and to prevent premature damage of any of the Smart Sensors under normal operating conditions.

?The water quality instrument includes an LCD on the instrument body that provides system indicators for sensor installation/status, battery status, data log status, and connectivity.
